According to the Science and Education Group of IRNA from the Media and Public Relations Center of the Supreme Council of the Cultural Revolution, Ayatollah Seyyed Ebrahim Raisi, in a letter to the Ministry of Science, Research and Technology, the Ministry of Health, Treatment and Medical Education, the Islamic Azad University, Al-Mustafa International Society, Saadi Foundation, the National Organization for Educational Testing and Evaluation, and the Executive Headquarters of the Comprehensive Scientific Map of the Country, has announced the approval of the opportunity for international students to learn Persian while studying in Iran. This was approved in session 896 dated 24 Bahman 1402 of the Supreme Council of the Cultural Revolution.

The resolution “Granting the opportunity for international students to learn Persian while studying in Iran”, which was approved in session 896 dated 1402/11/24 of the Supreme Council of the Cultural Revolution and based on the resolution of sessions 427 and 461 dated 1402/05/24 and 1402/11/17 of the Specific Council of the Supreme Council of the Cultural Revolution (according to the proposal of the Executive Headquarters of the Comprehensive Scientific Map of the Country), is announced for execution:
"Article 1 - Universities and higher education and research institutions with a license to admit international students (non-Iranian) can teach those non-Iranian students who have not reached the desired level of proficiency in Persian, part of their classes, workshops or educational or research courses in person based on the following conditions in a second language (non-Persian).
a) The mentioned classes, workshops or educational and research courses must only be held for international students.
b) Universities and higher education and research institutions are obliged to hold a special Persian language course for international students with the permission of the competent authority in the Ministry of Science, Research and Technology, the Ministry of Health, Treatment and Medical Education, and the Islamic Azad University, simultaneously with the comprehensive study of the main courses in the second language.
c) The condition for graduation and issuance of a diploma for all international students is to obtain a certificate of proficiency in Persian.

This resolution includes items such as conducting classes, workshops or educational and research courses in a second language (non-Persian) for non-Iranian students, holding a special Persian language course for international students, and presenting a certificate of proficiency in Persian as a condition for graduation.
Note 1 - Supervision over the proper implementation of clause (b) will be the responsibility of the Saadi Foundation.
Article 2 - PhD students before participating in the comprehensive exam and students of medical and dental fields before participating in the basic sciences exam are obliged to present a certificate of proficiency in Persian.
Note 2 - The decree of this single article only includes non-scholarship students who will study at universities and higher education and research institutions in the country after the date of notification of this resolution.
Article 3 - All universities and higher education and research institutions with a license to admit international students are obliged to prepare, sign and deliver the translation of transcripts and diplomas of their international graduates in a second language attached to the original Persian diploma.
Article 4 - The National Organization for Educational Testing and Evaluation is obliged, with the cooperation of the Ministries of Science, Research and Technology and Health, Treatment and Medical Education, the Islamic Azad University, Al-Mustafa International Society and the Saadi Foundation, within a maximum of 3 months from the date of notification of this resolution, to compile the bylaws for holding Persian language proficiency tests and present it for approval to the Executive Headquarters of the Comprehensive Scientific Map of the Country.
Article 5 - The Ministries of Science, Research and Technology and Health, Treatment and Medical Education, the Islamic Azad University and Al-Mustafa International Society are obliged to provide an annual report on the implementation of this resolution to the Executive Headquarters of the Comprehensive Scientific Map of the Country."
