Semnan University, the largest comprehensive university in the province, supervises and assesses higher education in the region. The first higher education center in Semnan started over 45 years ago. The Semnan High School of Technology, established in 1974, was the first higher education center in Semnan. It started with a board of trustees, seven faculties, and an infrastructure of 5,000 square meters, serving 580 students.
The center expanded its activities after the Islamic Revolution, admitting students in two fields: Bachelor of Science in Electronics and Civil Engineering. By 1988, it had grown into the Semnan Higher Education Complex. In 1993, the complex broadened its scope, opening the School of Engineering, training a secretary in Mehdi Shahr, and establishing the School of Veterinary Medicine.
Today, Semnan University spans over 800 hectares and includes five campuses: Art, Technical & Engineering, Basic Sciences, Humanities, and New Science and Technology. It has 20 faculties, a new school campus, two research centers, nine active research groups, a Science and Technology Park, and two Technological Development Centers in Semnan and Mehdi Shahr. It also has an International Campus and a Virtual Education Center (e-Electronic).
With a board of 3,400 members, more than 1,550 students, and over 150 students from 2013-14 studying in 66 PhD, 102 Masters, 70 Bachelors, and 2 M.S. fields, Semnan University has become one of Iran's leading universities.

Semnan University has been recognized as one of the top 100 most influential universities in the world over the past decade by the Talayeh Science Foundation and Thomson Reuters (ESI), based on the number of citations its research has received.
The Chancellor of Semnan University announced this achievement, explaining that Thomson Reuters regularly updates its list of the world's most effective universities every two months. Universities are evaluated based on their influence, with the top one percent that have the most impact being selected and introduced.
Over the last ten years, faculty members at Semnan University have produced more than 3,362 scientific articles across various fields, which have been published in reliable scientific journals and databases. This prolific output has led to Semnan University being recognized as one of the most influential universities among the top one percent worldwide.
The Chancellor further explained that the number of citations a university's scientific publications receive is a crucial indicator of its influence on the global scientific community. He emphasized that achieving scientific authority is challenging and requires careful planning and dedicated effort.
He also highlighted that the top 100 universities in the world have received 34% of the world's total citations in the past five years, contributing to 21% of the world's knowledge. This underscores the significant role these universities, including Semnan University, play in advancing global knowledge and understanding.
Semnan University in Tehran offers a variety of facilities and resources to its students and faculty:
- **Central Library**: The central library of Semnan University comprises several specialized libraries and subunits, including the Information Center, School of Engineering Library, Library of the Faculty of Basic Sciences, School of Arts Library, Library of the School of Psychology, Library of Veterinary Schools, and Library of Humanities Faculty.
- **Amphitheater and Central Library**: The design of the amphitheater building and the central library, currently under construction on the main university site, has been recognized as a premier concept of architecture and art in magazines and internationally recognized websites. The project has been examined in detail by the United States Evolo Magazine and Website, which focus on the most advanced and highly valued artistic projects of the 21st century. The amphitheater will contain 1,000 seats and additional seating for the assembly hall, multipurpose space, and waiting space. The library will include a reading department, a newspaper study living room, multilingual storage, an internet cafe, a library, office space, and a collection of exquisite books.
- **Science and Technology Park**: The establishment of the Science and Technology Park of Semnan University was one of the resolutions of the Iranian government during provincial trips to the province of Semnan in 1386. This park was established alongside the University of Semnan.
