Established in 1355, the University of Sistan and Baluchestan, in collaboration with the University of Southampton, England, launched the Chabahar School of Maritime and Marine Sciences. The aim was to cultivate a robust fleet of naval professionals, with British instructors leading the educational and administrative operations. However, following the Islamic Revolution in Iran in 1979 and the subsequent Cultural Revolution, all non-Iranian faculty members departed. This led to a complete transfer of educational, research, and administrative responsibilities to Iranian professors. Notably, many of these professors were distinguished graduates who had earned their degrees through scholarships from the Ministry of Science, Research and Technology, or from foreign universities. In 1381, the university separated from the University of Sistan and Baluchestan and operated as an independent higher education center for maritime and marine science until 1384. Recognizing the need for quality improvement in training courses and adherence to international education standards, the center was upgraded to a university in Tir 1384. This transition also saw the introduction of new fields of study, including shipbuilding engineering, marine electronics, marine telecommunications engineering, fishery engineering, civil engineering, marine commerce management, maritime transport management, marine biology, marine fisheries, marine chemistry, marine pollution control, marine harvesting, and aquatic exploitation, among others. These additions complemented the existing curriculum, enhancing the university's academic offerings.

Situated in the Chabahar Port of Management and Commerce, the university has emerged as a specialized institution and a hub for training and research in the maritime and marine science industries. It serves not only Iran but also the broader Middle East region. The university comprises three faculties and caters to approximately 3,000 students, contributing to the development of skilled professionals in these industries.

The initial registration fee for students at the university is $50. An annual fee of $50 is also required. For those interested in the Persian language course, which caters to all levels from beginner to advanced, the fee is $300.
